    Resuming flights to Russia

    According to the decision of the Government of the Russian Federation on the international flights the Russian Airlines Aeroflot has resumed its regular flights to Moscow starting from 01 August 2020 – 1 flight per day, 2 flights on Saturday (the timetable may change, please, consult www.aeroflot.ru).

    In this regard, we would like to draw the attention of foreign citizens who are planning to take this chance to fly to Russia, on the following.

    • Only those passengers, including transit ones, who have the right to enter the Russian Federation in view of the restrictions currently in place because of the pandemic COVID-19, will be allowed to board the plane. Please, check this information at the Russian Embassy/Consulate in the respective country of your residence before buying the ticket and coming to London airport.
    • Boarding the plane is permitted for British citizens and foreign citizens with a residence permit or other document, confirming their permanent residence in the UK (for EU citizens – a special document, issued by the Home Office and certified by a notary), provided they have a valid visa. EU nationals should provide the same documents when applying for Russian visa.
    • Every passenger has to show a printed medical document (in English or Russian), confirming a negative PCR test for COVID-19, at the check-in and then at the border of the Russian Federation. Passengers without the printed medical document will be refused to board.
    • If the medical document is in another language, it should be translated into Russian and certified by the respective Russian Consulate (please, consult such Consulate in advance).
    • All passengers on board should fill in a special questionnaire.

    • 14 days of self-isolation upon arrival to Russia is not applicable any more thanks to the above mentioned medical document. Nevertheless, those foreign citizens, arriving to Russia with a visa for permanent work, still have to self-isolate for 14 days.
    • In case you feel any health disturbance during 14 days upon arrival to Russia, you have to call immediately for medical assistance without going to a medical institution.

    Same rules apply for any other airlines, which will resume its flights between the Russian Federation and the United Kingdom.

    Please, bear in mind that not complying with these conditions is at your own risk and responsibility.

    In accordance with the order of the Government of the Russian Federation dated 29 April 2020 No. 1170-P, the ban on entry into the Russian Federation of foreign citizens and stateless persons has been extended for an indefinite period.

    Citizens of the Russian Federation who also have other citizenship, a residence permit or other valid document confirming the right to stay permanently in a foreign country are allowed a single exit from the Russian Federation to their place of permanent residence.

    However, in accordance with the order of the Government of the Russian Federation dated 25 March 2020 No. 730-r, the ban on entry into the Russian Federation does not apply to persons who are family members (spouses, parents, children, adoptive parents, adopted children), guardians and trustees of Russian citizens, entering the Russian Federation, subject to the presentation of valid travel documents proving their identity and recognized by the Russian Federation in this capacity, a visa (or in a visa-free manner in cases provided for by international treaties of the Russian Federation), and a copy of the document confirming the degree of relationship.

    In this regard, the Visa Application Center of Russia in London continues to accept documents for the private visas for joint travel. Please note that only ordinary private visas of an accompanying person can be issued. Taking into account the uncertainty regarding the restoration of normal air traffic between countries, we would recommend that you apply for double-entry private visas for a maximum period of 90 days.

    Drivers and crew members can apply for visa as usual.

    Private visas for family members of Russia citizens

    In accordance with the order of the Government of the Russian Federation dated 25 March 2020 No. 730-r, the ban on entry into the Russian Federation no longer applies to foreign nationals who are family members (spouses, parents, children, adoptive parents, adopted children, foster parents, caretakers) of citizens of the Russian Federation entering the Russian Federation, subject to the presentation of valid documents proving their identity and recognized by the Russian Federation as such, and a visa or visa-free procedure in cases stipulated by international native agreements of the Russian Federation, subject to the presentation of a copy of a document confirming the degree of relationship.

    In this regard, Russia Visa Application Centre in London resumes the acceptance of documents for private visas for joint travel. Please note that only ordinary private visas of an accompanying person can be issued.     In order to ensure state security, protect public health and prevent the spread of new coronavirus infection in the Russian Federation, from March 18, 2020 to May 1, 2020, entry into the Russian Federation is temporarily restricted for foreign citizens and stateless persons.

    Visa centres in the UK from March 18, 2020 temporarily suspend the acceptance of documents for all categories of visas.

    Dear visitors planning to visit the Russian Federation,

    You can expect heightened screening measures up on arrival at the airport, including temperature checks. The Russian government’s advice is that passengers arriving from China, South Korea, Italy and Iran will be subject to special measures. On 05 March 2020, the Mayor of Moscow issued a decree putting in place new measures for those arriving from countries deemed to be at higher risk from coronavirus. The Moscow authorities have recommended that visitors from the following countries should self-isolate for 14 days up on arrival in Moscow, irrespective of whether they have symptoms: China, South Korea, Italy, Iran, France, Germany and Spain. Passengers arriving from these countries may be asked on arrival in Moscow to sign a document agreeing to self-isolate at home for a period of 14 days. In a small number of cases foreign visitors have been placed in enforced quarantine if they have been found not to have complied with this requirement. On 08 March 2020 the Moscow City Health Department confirmed that the UK is not currently on this list, and we understand that the special measures are not being applied to passengers coming from the UK.

    Nevertheless, those passengers arriving from the UK via airports in one of the listed countries may be subject to measures mentioned above.

    E-visas to Saint-Petersburg and its surrounding Leningrad Region

    In accordance with the Decree of the President of the Russian Federation No.347 dated 18 July 2019, starting from 01 October 2019 nationals of 53 foreign states shall have the right to obtain single entry business, humanitarian and tourist visas for visiting Saint-Petersburg and the Leningrad Region in the form of an electronic document (e-visa) on the special website of the Ministry of Foreign Affairs of the Russian Federation (http://electronic-visa.kdmid.ru/).

    E-visas introduced for visiting Russia’s Kaliningrad Region

    From 01 July 2019, electronic visas are introduced for visiting the Kaliningrad Region of Russia. E-visas may be obtained online at http://electronic-visa.kdmid.ru/klgd_home_en.html.

    Nationals of 53 states are eligible for an e-visa. These include all EU member states, except the United Kingdom. An e-visa only allows a single entry (for business, tourism or a humanitarian visit) for a maximum term of 8 days. It allows entry into the Kaliningrad Region through border crossings located in that region, i.e. by direct flight to Kaliningrad (but not via another Russian airport), by sea, railway or road. An e-visa does not allow travel to other regions of Russia.

    • The Russian legislation provides that foreign citizens and stateless persons are eligible to enter the Russian Federation only through authorized checkpoints at the state border and must go through the border control. There are no authorized checkpoints designed for international connections on motorways and railways crossing Russia-Belarus sector of the State Border of the Russian Federation and there is no border control checkpoints for international travel of individuals and vehicles.     • Russia-Belarus border control rules for attendees of major sports competitions in Russia.
    • On 01 June 2018 the Agreement between the Government of the Russian Federation and the Government of Belarus on certain issues related to the entry of foreign citizens and stateless persons to international sports competitions came into force. The document in particular regulates the entry procedure for certain categories of foreign citizens into the territory of the Union State during the preparations and hosting of the 2018 FIFA World Cup.The Agreement provides for visa-free entry into the Russian Federation and the Republic of Belarus for the holders of spectator identity cards (fan passports or FAN IDs) or information about them provided they have an authentic ID.     Operational changes in the Consular Section of the Embassy

    Dear applicants, given the circumstances, the processing times for visa applicants will be increased: expedited processing time is up one to three business days, and regular processing is five up to twenty business days, consistent with the Russian law and in accordance with the current consular Tariff rates. As for the nationals of the countries that have visa agreements with Russia, processing times remain as outlined in those agreements.

    Temporary suspension of visa free regime between Russia and Turkey

    As of 1 January 2016, the Russian Federation has partly suspended the implementation of the Agreement between the Government of the Russian Federation and the Government of the Turkish Republic on terms of mutual visits by citizens of Russia and Turkey of 12 May 2010, with regard to trips by citizens of Turkey in possession of ordinary passports for travel abroad.

    Starting this date the mentioned citizens have to apply for Russian visas in one of diplomatic or consular missions of the Russian Federation in accordance with the acting Russian legislation.

    This measure is not applicable to those citizens of Turkey who have temporary or permanent residence permits on the territory of Russia, those citizens of Turkey who have been sent to work to diplomatic representations and consulates of the Turkish Republic on the territory of Russia, who hold valid service and special passports, and their family members holders of service, special or ordinary passports, citizens of Turkey who holds sailor passports and have ship’s roll or its copy as well as those citizens of Turkey who had lost their documents of identification while on territory of the Russian Federation and obtained in a diplomatic representations or a consulate of Turkey a travel document or a temporary passport.

    Those citizens of Turkey who entered the territory of the Russian Federation before 1 January 2016 in accordance with Article 1 of the said Agreement can stay and leave the territory of the Russian Federation without visa in virtue of valid documents of identification on condition that the duration of their permanent stay on the territory of the Russian Federation is no longer than 30 days from the date of their entry.
